Licence conditions for pollution studies and reduction programs

Summary

Licence number: 4435
Title: PRP 9 - Investigate periodic high ammonia levels in treated effluent
Start date: 03 Sep 2012

Licence Condition
Background An EPA review of effluent quality data has found that on occasions elevated levels of Ammonia occur in the treated effluent.  A review of groundwater quality data has also shown eleveated levels of Ammonia and Total Nitrogen. Actions are needed to ensure that the Ammonia levels in effluent are consistently lowered, which will limit impacts on the receiving environment.
Deliverables By 29 March 2013 the licensee must submit a report to Regional Manager Hunter - Environment Protection Authority, PO Box 488G, Newcastle NSW 2300 that investigates the reason(s) for the high Ammonia levels found in treated effluent on occasions. The report must detail the reason(s) for the high Ammonia levels found in treated effluent on occasions and outline the amount of time that will be necessary for the licensee to identify options (including a preferred option) for rectifying these elevated ammonia levels.   Note:  It is the intention of the EPA to negotiate a further PRP to implement the abovementioned options study.
The Licensee is permitted to undertake an assessment to trial the use of a membrane filtration method (in-field) for monitoring of faecal coliforms in the field. The assessment must:  1. Ensure that the in-field and laboratory samples are taken concurrently over a period of time that is sufficient to derive a statistically robust correlation between methods. Samples may be taken more frequently than the licence requires in order to achieve this if desired 2. Derive a statistical correlation between membrane filtration methods and the method currently used in compliance with the Approved Methods Publication 3. Ensure that appropriate quality control procedures are followed 4. Demonstrate the accuracy and reliability of the membrane filtration methods; and 5. Provide recommendations on an appropriate frequency of monitoring for the membrane filtration method.
The Licensee must provide a written report detailing compliance with the above requirements to the Manager Regulatory Operations Regional South following completion of the assessment.
